add to favorites Renewable Energy Set To Gain From EU’s New €315 Billion Investment Plan Cars
Renewable energy looks set to benefit greatly from the European Union’s new €315 billion (£250 billion) investment plan, according to recent reports.
That plan — which was recently unveiled by European Commission President Jean-Claude Juncker — will see that mountain of cash spread out across a number of different areas, including renewable energy, power network repairs/upgrades, and transportation infrastructure.

At the center of the new investment plan is the €21 billion (£16.5 billion) European Fund for Strategic Investments (EFSI) — which will see money provided to “higher-risk projects” that could possibly fuel growth and aid in the creation of new jobs.

The plan is for this fund to diminish investor hesitance, building private-sector confidence by absorbing much of the risk of new projects — for every €1 invested by the Fund, the hope is for €15 of private sector capital to be invested, which would mean €315 billion of new investment between 2015 and 2017.

The commission is predicting that the plan could result in up to 1.3 million new jobs being created during the next three years (how many of these would be permanent and how many temporary is unclear).
“The Investment Plan we are putting forward today in close partnership with the European Investment Bank is an ambitious and new way of boosting investment without creating new debt,” Juncker noted in a statement. “Now is the time to invest in our future, in key strategic areas for Europe, such as energy, transport, broadband, education, research and innovation.”

Commenting on the new plan, deputy chief executive officer of the European Wind Energy Association, Justin Wilkes, noted the opportunity that it represented for his sector: “Juncker is extending an olive branch to investors that will spur confidence and reduce the cost of capital for high-stakes projects in southern Europe and breakthrough technologies in the northern seas such as the North Sea grid. By jumping first, the European Investment Bank is giving a nod to the markets to toss their money into the ring on renewable energy, particularly in developing wind farms and increasing interconnection.”

That all sounds well and good, but until the plan starts to bear fruits, its efficacy will remain an open question. Many such plans have been tried in the past with varying results — much depends on the broader economic and investor climate, so until results actually start to arrive, a sober outlook is probably the best one here.

Thus there is usually no need for batteries which makes this system cleaner and easier to operate. It also means that electricity can be transported to the power station and used elsewhere.

Eventually, as people become more experienced with solar power they will move towards a completely stand alone system. That is an off the grid system. They will become completely self sufficient for energy needs. Of course this requires more management by the individual and more responsibility but it is cheaper than using grid power and more environmentally friendly.

The complete off grid system will contain 10KW Single Phase Inverter, probably two, so that there will be enough current to run large appliances like air conditioners and electric heaters. It also gives the solar power system more flexibility in that one can be operated while the other is being maintained.

Of course another reason for having an off the grid system is when there is no grid to connect to. Typically, this will be in remote areas and the solar power system is the only source of energy supply. It is not so much a nice thing to have or an economical measure but a necessity.

Hybrid systems are also useful in remote areas or if you are planning to go self sufficient in creating energy. A hybrid system uses two methods of energy generation to double the total amount of created. This may include a solar/wind power option if you want to go totally green. Otherwise you may go for a solar/generator system. The generator would be a portable generator powered by diesel, propane or gasoline. Provided you have a reliable supply of these fossil fuels then this hybrid system is probably more reliable than the solar/wind option.

Again, it depends on how much time or money you have but to have as many contingencies to your solar power system is the best way to go as you can't always rely on the sun. So why not have a solar/wind/generator system. This would be more complex to operate but would cover your energy needs no matter what type of weather you experienced.

As part of the Obama Administration’s efforts to help tribal communities across the country enhance their energy security, build a sustainable energy future, and combat climate change, the Department of Energy today announced the third round of the Alaska Strategic Technical Assistance Response Team (START) Program, a competitive technical assistance program that assists Alaska Native corporations and federally recognized Alaska Native governments with accelerating clean energy projects.

“The technical assistance opportunities announced today signal our ongoing commitment to providing Alaska Native communities with the tools and on-the-ground resources they need to foster energy self-sufficiency, sustainability, and economic competitiveness,” said Energy Secretary Ernest Moniz. “We will continue to work side-by-side with tribal leaders to support efforts to advance clean energy solutions and identify climate action adaptation and resiliency strategies to help Alaska Native communities prepare for and adapt to the impacts of climate change on their land, economy, and natural resources.”

Since its launch in December 2011, the START Program has helped 11 Alaska Native communities to advance their clean energy technology and infrastructure projects — from solar and wind to biofuels and energy efficiency. This third round of technical assistance awards will further help Alaska Native villages increase their resiliency, build local generation capacity, enhance energy efficiency measures, and create local entrepreneurial and job opportunities.

The announcement came at the White House Tribal Nations Conference, where leaders of 566 federally recognized tribes are meeting directly with President Obama and members of the Cabinet.

At the conference, Secretary Moniz announced that two tribes are among the 16 communities from across the country that have been selected by the Administration in the first round of the Climate Action Champions Competition, which recognizes and supports the steps that local and tribal governments are taking to reduce carbon pollution and prepare for the impacts of climate change.

The two tribes selected are the Blue Lake Rancheria Tribe from California, which has reduced energy consumption by 35 percent and has committed to reduce greenhouse gas emissions by 40 percent by 2018, and the Sault Ste. Marie Tribe of Chippewa Indians in Michigan, which aims to reduce greenhouse gas emissions by 4 percent per year.

In addition, the White House Council of Native American Affairs Energy Subgroup, co-chaired by Secretary Moniz, launched a new Web page that provides a centralized repository of federal funding and technical assistance programs that can support energy project development for tribes and Alaska Native villages and corporations.

Hosted by the Department’s Office of Indian Energy, the Web-based resource is an efficient one-stop shop that enables tribes to easily identify and access information about federal grant, loan, and technical assistance programs.

The Alaska (START) Program has proven to be successful in helping Alaska Native communities accelerate clean energy projects. The Department of Energy, in partnership with the Denali Commission, along with the Department’s National Laboratories and other local and national experts, will assist rural Alaska Native communities in developing strategic energy plans to help mitigate climate change, conduct energy awareness and training programs, and pursue new renewable energy and energy efficiency opportunities.
“Alaska Native communities are dealing with the impacts of climate change, such as coastal and river flooding and erosion, in real time,” said Joel Neimeyer of the Denali Commission. “These challenges are compounded by the tripling of fuel and electrical costs rural Alaska has experienced in the past decade. “The START Program has strengthened our ability to respond to the critical infrastructure needs of these communities. It has been about a decade now since those clever fellows at Honda introduced the world's first widely available Honda portable inverter generator. Many would agree that it is still the best micro inverter generator available today. Solar panels are by far the most expensive item in a solar panel installation. Understanding the features that differentiate a good solar panel from a bad one is not so straightforward. The advantage of having a higher efficiency solar panel is that you can get more power out of a small available area. For this reason, high efficiency solar panels are normally priced at a premium and targeted at the domestic market where space is most constrained. High efficiency does not necessarily mean better quality or reliability however - these issues are covered later. Nor does higher efficiency mean better value; in many cases lower efficiency panels are used because they are more cost-effective in places where space utilisation is not so critical. First of all, how do you find out the efficiency of a solar panel? It's easy to find out this out for yourself. Remember that the power of a solar panel is given by the power you get out under 'standard test conditions.' This means the output is measure when the panel is exposed to a very bright light with an intensity of 1000 Watts per square meter (1000W/m2) at a temperature of 25oC. This is normally expressed in Watts (e.g. 185W or 230W etc) and is the power you will get when the sun is very strong. You can then multiply the module length and width (which is shown on the datasheet) to get the module area. By taking the module power in Watts and the standard test conditions of 1000W/m2 you can determine the module efficiency as follows; Efficiency = power out / power in = module power / (width x length x 1000W/m2) When evaluating solar efficiency its important to be aware that each solar cell has an efficiency higher than that of the whole solar panel (or module) due to empty space. Therefore make sure to find out which value you are looking at. In general solar panels you will come across in the UK will be made of silicon (I have discussed thin film panels previously) so the discussion here will focus on these. The highest efficiency silicon solar panels on the market today are between 17% and 18% efficient. The efficiency of silicon solar panels is increasing due to R&D, but improvements are incremental and slow because there are a number of fundamental limitations to the efficiency of silicon solar cells which mean that any drastic improvements in the near future are unlikely. Perhaps I will describe those limitations in another article. The main factor you will come across that affects module efficiency is whether the module is mono or multi-crystalline. In English this means that the solar cells can easy be made from mono or multi-crystalline silicon. Mono crystalline solar cells consist of a slice of a single, very pure silicon crystal and hence are very efficient due to few defects. Multi-crystalline solar cells, which comprise multiple crystals, are around 1-2% less efficient but are generally more cost-effective to produce. Personally I think it generally makes sense to use mono-crystalline cells for domestic installations where space is at a premium and multi-crystalline cells for larger installations. Another factor that can affect efficiency is anti-reflective coatings. These are becoming more and more common. Nearly all solar cells have texturing directly on top of them that reduces reflection and now many solar panels come with anti-reflective glass. This generally consists of a textured glass that can be seen as a speckled pattern if you look closely. The improvement of anti-reflective coatings is hard to determine, although some manufacturers claim energy yield enhancements of over 5 percent. When installing a solar system your ultimate goal should always be to get the best return on your investment, which means getting the most power for the lowest price without risking reliability and is dependent on many factors besides efficiency. Whilst there are a number of other technologies on the horizon that can be used to improve efficiency by small amounts, nothing will create a drastic change overnight. Prices of solar panels will continue to fall rapidly as production volume increases (in the same way as many other technology products such as computer memory) but these price falls will be matched by reductions in the feed-in tariff. Therefore don't worry that installing today's technology risks being superseded by a miracle solar panel tomorrow.
